Can I cut this sign down to size, or drill fixing holes, at home?

Yes, with ordinary tools. For Foamex or Correx, a sharp craft knife and a straight metal edge work: a few light passes, then snap or cut through. Dibond has aluminium skins and needs a fine-toothed saw. Drill slowly with a standard bit and stay at least 10 mm from any edge.
